Strengthens the human, institutional, and networked capacities required for effective resilient preparedness. This action area focuses on empowering local actors, community organizations, and institutions with the skills, tools, and platforms needed to plan, coordinate, and act anticipatorily.

This pillar supports SDG 13.3 on capacity-building and awareness, Sendai Framework Priority 4 on preparedness and effective response, and Article 11 of the Paris Agreement on capacity development. It also reflects the Pakistan NAP’s emphasis on institutional readiness and implementation capacity.

Through inclusive training, knowledge dissemination, and outreach initiatives, the Forum builds capacity across its Network of Networks and leverages strategic communication to mobilize partnerships and scale solutions. This directly contributes to Pakistan NDC 3.0’s call for strengthened technical, institutional, and implementation capacities across all levels.
