The National Disaster Management Authority (NDMA) is Pakistan’s apex body for disaster risk management and climate resilience. Serving as the lead institution and Chair of the Steering Committee for Promoting Resilient Preparedness (PRP), NDMA provides strategic direction and policy oversight. Under the leadership of the Chairman of NDMA, the committee guides decision-making and aligns project goals with national priorities. NHN Chairperson
Mr. Hameed Ullah Kakar serves as the National Chairperson of the National Humanitarian Network (NHN) and the Executive Director of Youth Organization. With extensive experience in program design, strategic partnerships, and social activism, he has led impactful initiatives addressing education, poverty, and gender equality. He is associated with PRP since January-2024.
National Defence University
Dr. Shafei Moiz Hali is Associate Professor and Head of Public Policy at NDU, Pakistan. He has contributed to civil services reform and serves as the university’s academic expert on disaster management. He is also part of the national curriculum committees for Government & Public Policy and Public Administration, shaping academic standards nationwide. He is associated with PRP since Sep-2021.
The purpose of the Audit & Finance Committee of PRP is to oversee the integrity of the organization’s financial reporting, monitor internal control systems, maintain external audit relations, ensure legal and regulatory compliance, and review annual budgets and long-term financial strategies to ensure ongoing financial sustainability.

The Resource Mobilization Committee serves to secure both financial and non-financial assets required to sustain and advance the organization’s mission. To achieve this, the committee leads comprehensive donor cultivation strategies, oversees grant proposal drafting, and conducts high-level advocacy efforts designed to attract essential financial contributions. Additionally, it tracks progress against established fundraising targets, advises the Board on potential resource mobilization risks, and maintains rigorous oversight to ensure that all donor relationships are managed in an ethical, compliant, and transparent manner.
