Financing for Resilience

A cross-cutting strategic action area ensuring that resilience and preparedness efforts are equitable, inclusive, and responsive to diverse needs and vulnerabilities. The Forum recognizes the disproportionate impacts of climate and disaster risks on women, girls, persons with disabilities, and marginalized groups.

This action area aligns with SDG 5 (Gender Equality), SDG 10 (Reduced Inequalities), and SDG 13.1, and reflects the people-centered and inclusive principles embedded across the Sendai Framework. It is fully consistent with the Pakistan NAP’s gender-responsive adaptation approach and the explicit GEDSI mainstreaming commitments in Pakistan’s NDC 3.0.

GESI promotes inclusive governance, knowledge creation, and access to preparedness, financing, and insurance solutions by ensuring underrepresented voices are meaningfully engaged in decision-making and implementation. This reinforces Article 7 of the Paris Agreement, which calls for participatory and gender-responsive adaptation.
