The overall scope of the project is to further develop on the success and progress made during the phase 1, while extending its outreach to sub-national and district level to have a greater impact on supporting the locally led disaster preparedness, response and recovery actions. The APP phase 2 focuses on strengthening local organizations, supporting organizational development and facilitating system transformation, aiming to accelerate the “localization of humanitarian response and preparedness”. The specific focus would be laid on capacity development on humanitarian response, improve coordination & learning and knowledge management. It will be ensured that overall scope of the project remains within the parameters of the program perceived at Regional level.   

The intended Primary Outcomes of the APP phase 2 are: –

  • Increased locally-led actions to prepare for, respond to and recover from disasters in selected high risk countries of Asia.
  • Institutionalized efficient and cost-effective innovative approaches for locally-led Disaster Risk Management (DRM) actions.
  • Strengthened enabling environment for humanitarian system transformation through regional cooperation and global outreach. 

In order to achieve the above mentioned Primary Outcomes and the Intermediate Outcomes envisaged in the theory of change (TOC), number of activities has been conceived, which directly or indirectly contribute in achieving the Intermediate and Primary Outcomes and ultimately the overall goal of the program.
